That's a shame as there is a lot to do and see in the area if you have your own transport. The excursions from Portimao probably take in the main sites. Up to Foia for the viewpoint (stunning on a clear day) take an empty water container to fill from the spring. There's a gift shop and cafe right at the top. Then into Monchique for a browse around and back to Caldas de Monchique for afternoon tea. There are loads of eating places on the road up to Monchique. I've only tried a couple and they were excellent. We had a very nice lunch at the big restaurant where the donkey man hangs out. It may be an idea ot do an excursion one day and then get a taxi to Caldas and spend another day there sampling the spa facilities. Never done it myself so I can't help too much.
Can't you hire a car for a couple of days? It really is no problem driving, especially once you are away from the coast. It would solve your getting to Algarve Shopping as well. When are you going in July beginning or end?
