A bit round the houses, but if you have a laptop and MS Word then open Word, select Insert/Symbol... In the Font drop down, select Normal text. You'll see just about every character you possibly need. Highlight the character you want and click insert. You now have that character in your Word document. Highlight it there, copy and paste it into whatever

And you'll get this: ç

Yes I do this when typing in Portuguese, but I’ve made my own shortcut keys
For example the euro sign: € [control+alt+e]
