Sounds like a simple case of supply and demand. If it hasn't rained and supplies are short it's going to become more expensive. Sorry didn't want to start a fight! :( :(

Living in Portugal can be frustrating: things move slowly, the people think differently, there are very few money-making opportunities…….and I am sorry to hear things have not worked out for “unhappy guest” (he’s not the first).
But I do believe any foreigner/fellow expat is not justified in blaming the Portuguese people for his own “unhappiness” or misadventure.

Its a good discussion..thats what a forum is for......Unfortunately facts are facts and Unhappy Guest (Miserable sod really !) is in fact correct when he talks of the reducing tourist levels ..people leaving etc.....and the Government are (Were) very aware of this ....but probably out of their hands to a certain extent because all the new tourist areas coming on the map nowdays really can offer a lot for a very cheap price and Portugal has become very expensive..that is a fact....
I also agree that until the government start to clear up the Beurocratic (How to Spell that ?) problems and attitude of all civil servants.....the country cannot grow....but hey...I live here and still love the place ....I've always felt that the local Camara are so useless......I get away with Murder......Hey Hey.... :lol:

I have read this post with interest but am still a little unclear, so how are the water bills worked out exactly.

Usage ie is it metred then pay so much per unit, do you pay extra if you have a pool, what if you have a sceptic tank. Are there diffferent prices per geographical area.

Totally confused

The bills are calculated per unit, but the unit cost increases the more you use therefore having lots of irrigation or filling or topping up a pool will cost more per unit than just normal household use.

I don't know if the price is standard in all areas or whether it varies - maybe someone else can answer that.

Basically, where I live (Alfanzina) the water bills are divided up as follows

1. scale: 10 cubic meters at € 0.33/m3
2. scale: 20 cubic meters at € 0.60/m3
3. scale: 20 cubic meters at € 0.86/m3
4. scale: 50 cubic meters at € 1.78/m3
5. scale: remainig cubic meters at € 2.23/m3

So if you use up more than 100 m3 you pay every additional m3 at the highest rate.

Add to that:
€ 0.24 x quotient (in my case 1,50) per m3 for solid residue incl. garbage removal.
€ 0.22 per m3 for residual water drainage (sewage)

This is where it gets iffy because
a) some people have a fossa and do not use the public drainage
b) the houses with higher consumption have this because they have large gardens to water - this means that this water does not even have to be drained.
c) although a pool does consume water through evaporation, etc it is safe to assume that the water pumped into a pool to fill it, will not have to be drained away anytime soon either.
d) factored into the garbage removal, as far as I understand, is a quotient which is higher if a house has a garden. This is for the removal of the additional garbage created by the gardens and ignores the fact, that in some cases entire urbanisations pay for the removal of the garden refuse themselves.
