ITV2 & ITV3

We are still on the "old" Free to View system and had Channel 5 taken off last year but still have ITV. Yesterday we realised that they have "turned on" ITV2 & ITV3 and a load of other free channels.

Does anyone know anything about this ? We could just be the lucky ones.
