Pay as You Talk Mobile

Does anyone know if it is possible to purchase a pay as you talk sim card in Carvoeiro for Telecel or another GSM provider.
I have a Vodafone handset and rather then pay £0.63 pence per minute UK price it may be better to buy local

There is a Vodafone shop in the arrivals hall at Faro airport where pre-paid sim-cards can be purchased. As there is no roaming agreement between Portugal and the country where I live I cannot use my original sim-card so every time I visit Portugal I just top up the local one on the way in.

I take it you can buy pay as you go vouchers in Portugal and roaming works if you have it on with english mobiles on Orange?
