anyone know when its coming into force and if the residents aren't paying who will be and how will this be policed

As a protest 5 Algarve business associations plus the Algarve Tourism Assocoiaton are arranging a mass protest on 12th November at 10 am. They are urging everybody to circulate on the EN 125 at that time to show that the EN 125 cannot cope with the traffic.
