If the cigarette lighter is not in the socket it is not unusual for foreign objects to get in and blow the fuse. Also some sockets are a bit temperamental and you need to twist the charger connection around in the socket before you get a good connection. Some modern cars are configured so that the cigarette lighter only works when the ignition is switched on and you need to be aware of this when testing whether the unit works.
