Resident or Non Resident

When we transferred our onshore last year apart from the paperwork that was handed over by our solicitor, we were also given green cards issued by the "Direccao-Geral Dos Impostos" Lagoa which also included our fiscal number (NIF). Does this make us residents or non residents? Thanks for any help on this.
