Try the Tivoli Almansor - really good buffet. The hotel´s restaurant is open to public.

we have just returned today from the Tivoli almansor, they are not doing the buffet evening meals at the moment as there are too few guests currently staying at the hotel.

Although I don't know of one in Carvoeiro, there is a very good one in Praia Da Rocha owned by La Dolce Vita. In November it was 7.50 eu per head for lunch- fantastic choice as much (and more) as you can eat. I believe in the evening it is 9.50 eu per head.

It's in Praia da Rocha along the sea front heading towards the fort. It is opposite one of the 2 large hotels along there (can't remember the name). La Dolce Vita restaurant has been there for 30? years, serving pastas and pizzas at very reasonable prices. They opened the buffet resturant next door a couple of years ago and we went there 3 times in November. All you can eat, hot and cold, and the chef from next door keeps coming in with slices of fresh pizza. Cost for lunch with a beer was under 10 euros. Must be best value on the Algarve.
