Car Break down service

Someone has just suggested that car breakdown cover is compulsory, as you cannot tow a car in Portugal? Also that the car Insurance should cover this? Evidently this is what happens in E and they thought it was the same in P.

Anyone confirm this?

True, your insurance includes a towing service when you break down, you ring the phone number on your insurance and a tow truck will take your car to a garage/address you request.
