There is one in Lagoa, a South African/Portuguese, so speaks English. He is located in the side street, next to the Chapel of Rest in the market square (near Chrissys restaurant},

Good point by shanagarry (though a little tetchy ) - and I don't know where you could buy leather-soled shoes for less than £20 un the UK - and I wouldn't buy them anyway because they would be very poor quality - probably just a sole with a lace!
