Algarve hotels to boost capacity by 250,000

"Hotel associations have reacted angrily to news that the tourist-orientated Algarve will be home to an additional 250,000 beds at new hotels and resorts in the foreseeable future."
BUT meantime down at the local coffee bar our leader has said the following---I wonder how these two things work out?

On an official visit to the region, the President of the Republic asked for “strength and courage” from the municipal presidents in the Algarve to resist the temptation of allowing too much building.
Cavaco Silva is concerned about land regulation in the Algarve, and for this reason asked for “great strength and courage” from the local authority leaders with the aim of resisting the pressure for too much construction.
The President said that he hoped they would be able to resist, because otherwise they might be killing the goose that lays the golden egg; this was following a meeting with all the presidents of councils in the Algarve, which was held in Faro.
Cavaco Silva said that he had found a “positive spirit” in the local authority leaders concerning the lack of urban order that exists in the Algarve, although he admitted that it would be impossible to stop building.
He said that common sense was needed to avoid acting in a way that could destroy the ability of the Algarve to compete with other destinations, but the development of the region could also not be impeded.
Also on the table was discussion of the PROTAL, the Algarve Regional Land Regulation Instrument, with a renewed recommendation by the President for “common sense”.
He stressed that this common sense should prevail in the debate between the bodies drawing up the PROTAL and those which now wish to contribute to its improvement.
After the meeting with the municipal leaders, the President lunched with businesspeople linked to the tourism sector, at the Vila Sol resort in Quarteira.
During the afternoon, Cavaco Silva also went to the municipality of Tavira to see the work in progress on the Algarve’s Ecovia and to attend the presentation of a project for the construction of a solar power station in the same municipality.
