At risk of stating the obvious, you need a Portuguese bank card to access the relevant part of the Multibanco payment options. My understanding is that the Multibanco machines recognise the PT card and automatically switch to Portuguese, so I believe the answer is no.
If you have a PT account, do you not also have online banking for the same account? Your online banking system will have at least the same functionality as a Multibanco machine and may well have the menus in English. Even if it doesn't, you'll have access to online translation tools and you won't have a queue forming behind you!
Alternatively look out for the key words here and relate them to the screen and your paper invoice:
As referências de pagamento estão incluídas no documento único de cobrança (DUC) que o proprietário, usuário ou superficiário do prédio recebe em sua casa.
Pagar o IMI por Multibanco
Para pagar o IMI no sistema Multibanco deve escolher as opções Pagamentos e Outros Serviços > Estado e Sector Público > Pagamentos ao Estado, introduzindo os dados relativos ao pagamento constantes no DUC. O talão serve de comprovativo de pagamento.
