There has been progress in increasing the variety of options available (for foreign cars) for toll pre-payment on the roads with electronic tolls (such as the A22) and http://www.portugaltolls.pt/en/web/port ... agens/home is a useful guide.
However the various options remain based upon the premiss that foreign cars should pre-pay and the problems arise when the chosen pre-payment option fails (for whatever reason) as there is no fall-back option available. The failure to pre-pay leads immediately to default. If a Portuguese car driver's transponder is inactive (as I suspect shanagarry's was) the charge will be payable against the registration number at the Post Office or PayShops for a Portuguese car but not so for a foreign car. I know this can happen as I've driven the A22 in a Portuguese hire car with my (inactive) pre-paid anonymous transponder (which happily beeped at every gantry but failed to register the charges
) but then was able to pay at a PayShop . Conversely the pre-payment options for Portuguese cars are extremely limited.
The number plate recognition system has to be able to read every number plate so that it can decide what it does with the registration number it reads. If it isn't Portuguese or associated with a non-Portuguese pre-payment scheme, it goes straight into the default category. What happens then remains a bit of a mystery.
