Faro Mayor declares war on red tape

Faro Mayor, Macário Correia has declared war on bureaucracy and has launched four disciplinary processes against council staff who “twist” decisions, procrastinate and leave documents in draws, promising that he will not stop at this.
”Keeping a rotting peace, working with incompetence and reacting to it with smiles is damaging,” he told Lusa News Agency, after finding 3,000 documents that have been pending for around two years, which has led him to confront his staff and threaten heads of department with losing their jobs.
“Heads of department who want to leave would be doing us a favour, I would even be thankful to those, whose competence is in doubt, to disappear.”
Last week, heads of department were warned by email that they would have to work through 50 documents per day.
“Send me 50 documents each day and I will work through 50 per day,” said the Mayor.
The threat of action has apparently worked on some members of staff. On Monday, the mayor received 80 documents that had been processed for him to view, however some council workers maintained their usual work rhythm.
“Last week I came across four situations of scandalous incompetence,” said Mr. Correia, who spoke of one staff member having made four trips to the Loja do Cidadão to process one certificate. “Between 2008 and 2009, during the leadership of the previous [socialist party] mayor, José Apolinário, there were 3,000 documents that were not followed up.”
The social democratic mayor admits however that one document may take “weeks or month to process, but it should never be left for years without an answer.” This is why he has “started four inquiry processes and I can see that I will start more in the coming days – for lack of zeal and irresponsibility.”
While mayor of Tavira, Macário Correia opened more than 10 disciplinary processes against council staff, but he did not sack anyone.
“The law is corporative and defends incompetence,” he said.
Having been mayor of Faro now for a year and a half, Mr. Correia said he has detected “around 50 employees that do nothing more than collect a salary.”
According to him, the number of documents that are processed is around seven or eight per week, and with around 3,000 on the waiting list, he believes they would take “more than 10 years” to process.
To sort out the situation, the mayor met with his heads of department “face to face” and informed them that he wanted the bureaucracy resolved, after which he sent an email giving instructions on how the matter was to be resolved.
One example he gave of the bureaucracy in the town hall includes a document that was created in May 2008. A total of 63 steps later and the situation, which refers to private construction work in the city centre, is not yet resolved.
“This is the epitome of the public administration’s irresponsibility – it is a broken bureaucratic machine, with a lack of practical mentality that just goes around in circles,” he said.
Faced with this problem, the mayor considers that “there has to be someone who will give it a wake up call, and those who have misbehaved should be punished.”
Asked whether he fears political reprisals, the Mr. Correia said: “I am fully aware of that, but if I do nothing, then it will just carry on.”
