Official Complaints book

I have finally submitted my paperwork to Portimao Camara for a Rental licence for my apartment.They are coming to inspect and I still don't have an official complaints book.
i have had conflicting reports from people some say that you can't get the book until you have been granted the licence and others say that you must have the book
before they will grant the licence.
If the latter is true does anyone know where I can buy one over the counter.

I don't know what the rules are but you could try Staples at Portimao Retail Park.

Alternatively ask some of your favourite traders where they got their books from.

I am sure someone told me you can get them from the Junta do Fregesia - or maybe I am confusing that with something else.
