Habitation Liscence

Our Villa should be finsihed Aug/sept how long does it normally take for the habitation liscence to be issued.
Do the local taxes etc apply from the date of granting of said liscence.
We are aware of many cases where villas have been furnished and used forn some time before the liscence was issued.
What are the rules ???
