Yes they are but as Steve says - its only done by responsible owners and/or owners of pedigree pets. We got our dog back because he was chipped and some property owning Brits found him near their home in Portimao and took the time to have him checked - before contacting us. We were very grateful. The cats are chipped but they don't go far - they know when they are well off.
