Areias dos Moinhos vs Monte Dourado

I am looking to buy a two bed apt partly as holiday-home partly as an investment to get some rental income/cap appreciation.

I liked two apts, one at Areias dos Moinhos, the other at Monte Dourado.

I heard there are some problems with construction at Areias dos Moinhos. Is it true?

Can someone please advice which one is a better investment?
