Yes, there is no problem with letting friends and family use it, whether they pay you or not. However, you are not allowed to let it through another agency nor can you advertise it on the internet.

My guy says I need a license which will be organised as part of my purchase which is a one off. Once this is done, RB should not have any grounds to stop me from renting my property.
Will probably clear this with lawyer beforehand anyway.

"your guy" is clearly wrong.
No licence can be issued when Rocha Brava already hold the licence for the whole resort.
You have been told the correct situation by people who own property there.
If you choose to ignore our advice that is up to you.
As far as I am aware this principle has already been tested in the Portuguese courts, but if you think "your guy" knows better, then go ahead.
