Regarding the reduction in your potencia, be carefull that you do not overload the system.
We are having to upgrade as we are fed up with the board tripping out.
We have seen some new properties where they appear to be fitting up to 30 as standard.

If you have irrigation check that it is switched off in the winter, if we have the same weather as recent years it will not be needed.
We have seen gardens being watered in December !

Not a fixed line deal but Vodapone were offering unlimited internet access via a dongle for €35 per month.

You may as well pay Cabao Visao or SAPO at that rate.....I find dongles expensive, and often patchy in their speed and coverage.

We had no problems using the dongle either in Carvoeiro or Ferragudo. The reason we used it was you don't have to have a PT phoneline which you also have to pay rental for on top of what you are paying for your internet package. Yóu can also have internet access in more than one location :D

I pay € 9.99 per month (just increased slightly due to I.V.A ) for PT landline with free local calls after 9.00pm and weekends.

I have a very fast Sapo adsl for what was €19.99 ( again as above but cents) Sapo also do the whole lot for € 19.99 but not yet available in the Carvoeiro area but is available in Portimao so watch this space.
