Doubt that this is the cheapest but for use in Portugal I bought a Nokia from Vodafone for €39.99 inc SIM and inc €10 calls. It is on the PAYG tarrif called Vita. In Portugal calls are 29cents per min to any mobile or landline and calls to UK are 42 cents per min weekday and 20cents weekend. There are probably cheaper deals but I use the mobile so infrequently that it was not worth the hassle involved in calling all networks.

Sim4Travel is a useful SIM Card for frequent travellers - only the one card required for many countries. Not sure whether it is for PAYG though.

If you already have a mobile, just go into a Vodafone shop in Portugal and buy a sim card for your phone. 25 Euro for card with 15 Euro of credit. I can not remember the exact call costs but far cheaper than UK PAYG.
