backdated property tax bill - HELP!!

Do these 'back demands' always come forth upon a sale and re-evaluation? A friend sold a property at Rocha Brava in 2004, and he says that he received a notice of re-valuation, but not a demand for any more taxes, and nor has the purchaser, so far as he knows. How far back do they go, if they make a demand? Does anybody know?
