Swimming for Exercise in Winter

Does anyone know of a heated pool open to the public which is big enough to swim lengths? I know there is one is Lagoa and Silves, and wonder what the restrictions are - I am told you have to have a letter from your doctor saying you do not have infections disease. Is this correct and does anyone know how much you have to pay for this letter?
