Perhaps, as you are non-resident, they mean your address in the UK? Again, perhaps the PIN number they're requesting is because they are trying to do your tax returns via the net. If that's so, the PIN number has to be requested at the tax office by you.

Actually, they do as do the public hospitals and the courts. The system works, believe me, I've tried it (in the public hospital) and was impressed with the response and action taken.
