We went east three times while we were there a couple of weeks ago. Once to Tavira, then another day to Vila Real and finally to Olhao. It did strike me that there were on and off ramps between which you didn't pass a gantry. Seemed a bit strange.

I'm sure someone will test it out. :D
I would think all the decceleration & acceleration & getting on & off the motorway would use more fuel than you'd save in tolls, especially given the length of some of the access/exit roads.

Agreed Blue but as we keep saying, it's not what it costs but how it's paid that is the worry.

Absolutely, we have the transponders & I assume it will be quite straightforward for residents to pay when the tolls kick in but as for visitors who knows....
No seriously who knows??!!! Anyone?
