License to rent

There has been a lot of discussion recently about the necessary requirement to obtain a license before one can rent their property and hear say that the inspectors are on the Internet and then on the prowl with huge fines for those that are not licensed and their house in order....these are not only Agency but private individuals that rent out their places via Internet and other media. I have heard of fines recently up to 30K €.........can anybody clarify the situation ??

If thats true the Tourist biz will suffer a lot I guess.....that would mean a lot of extra cost I think

Licence Requirements:

Copy of the approved building plan
Location maps scaled 1/200 and 1/25000
Certidão from the Conservatoria de Registo predial identifying the person requesting the licence (owner or POA appointed representative)
Limitations sheet with the measurements of the property.

Add a letter (template available at the local CM) requesting the licence, this letter must be signed by the owner or a legally appointed representative (POA with apostle (sp)) - There are two templates, one for apartment and one for villas.

As far as I am aware, there have not been fines or sanctions in the Lagoa area yet, so that is still speculation.

I predict a riot.......

Is this a step towards health & safety measures or a means of checking who is renting in order to make sure people are declaring the rental income? Seems a bit of a long-winded way of doing either.

Is this based on any European directive does anyone know?

Edinburgh council has been doing this for four years now. It is called housing in multiple occupation. They ensure the owner pays a £500.00 initial reg fee to apply for a licence and the ask him for £400.00 every year to renew the licence. It is disguised as them looking after the health and safety of the tenant pop in Edinburgh but it really is a lucrative money making exercise which the council has embraced. Some owners have to spend thousands on the properties they are renting out to bring them up to a standard deemed necessary by the council. It is a good thing because prior to this council inititave a lot of owners couldn't give a toss about safety issue.
It only applies at the moment to properties were there are three and more people living there. David.

This has been in force in England for sometime.
