Sorry i have just been talking to my friends in the know, and Yes there this EU Directive and category called RCCTE, which applies to residential buildings,and RSECE, applies to commercial buildings, this law came into affect in 2002 known as EPBD Directive. As of July 2008, all new buildings irrespective of area require energhy certificate, as of JAN.2009. aALL NEW AND EXISTING BUILDINGS will require energy certification.With existing buildings the ONLY LEGAL REQUIREMENT is to posses an energy certificate.IT IS NOT A REQUIREMENT to achiveve a particular grade,the idea though is that those with superior grade will be more attractive and thus more valuable. there may be tax breaks and tax incentives for higher grade buildings.
Once again my apologies in this matter and it seems Gmbrinus is SPOT ON. BUT then how the law will be implemented in Portugal, REMAINS TO BE SEEN, I gather there is site called www.adene.pt which may throw more light in this matter.this company seems to provide Perito Qualificado, a Qualified expert in this matter.
So you will need this certificate both for Rental, and Sale of your property as of January 2009.
It will be really very interesting to see how NOTARY will take this into considertion, for property sales after Jan.2009,Besides i am not sure how many property owners in Portugal as whole are aware of this directive. Interesting times ahead, BUT then i suppose as always things work diferrently and slowly in most cases when it comes to going by the book in Portugal,. I gather in the U.K. there is a FIXED charge for this certificate of about £70.00 so the prices quouted in the algarve seems rather on the high side, and i suspect Govt. will have to regulate this pricing policy in portugal, just as in the U.K. and i dont think majority of Portuguese will pay silly prices like Euro 500-600 .especially with RECESSION, and generallly Real eststae MARKET BEING TOTALLY FLAT, and may get worse in coming months, and so will tourism in Portugal, especially in the algarve.

I have just had my energy certificate done for my 1 bed apartment. The toal cost was 252 Euros. The process is straignt forward. You will need to have the following documents in order prior to inspection.
- Certidao
- Certified plans of the property.(a must )
- Carderneta Urbna.
- If possible Escritura.
- On average allow 3-4 hours for inspection for 1 bed property.
- Certificate is only valid for 10 YEARS.
- Property is classified in bands from A- G.after the survey.
-You must have exact details of when thE property was constructed. and if possible a copy of ALVARA.
- All construction is checked out along with the certifled and approved council plans, and technical details verified.
- Papers have to be in order prior to inspection, certificate is issued within a week.

Have just discovered this website having been tuned into eye on spain for the past year Have recently bought a apartement Eastern Algarve and are only now beginning to appreciate the beaucracy involved.Does anybody have a comprehensive list of requirements as I only seem to have half the story and my lawyer has appointed himself as my rep at great expense
