E.M.F. funding new lever against A22 tolls

The 3 year funding to Portugal offers an ideal lever to campaign against the proposed tolls on the A22 utilising European legislation. I do not have the necessary contacts but surely the VACA do - possibly local M.E.P.'s?
The objections must be straight to the point and only those applicable to E.U. regulations.

1/ The proposed method of toll collection will (as shown by the (busier) north Portugal roads already operating) produce a nett loss during the 3 year period.

2/ It will have a detrimental effect on the economy of the Algarve and the tourist industry which is (one of ?) Portugals main sources of income.

3/ The alternative routing (N125) improvement is not completed and not up to the standards laid down by the E.U.

The first two points will reduce Portugal's efforts to reduce their deficit and the third is blatantly contrary to E.U. law.

The sugested alternative of raising Car Road Tax (flat rate of €20), whilst not being completely fair insofaras foreign cars will not contribute, is simple to administer with no further administration costs and applicable to 95% of the vehicles on Portugal's roads.
