If you were thinking of applying for this new card and are over 72 forget it. What a time waster !!. I filled in the application on line only for it to come up when applying at the end that I was over 72 and could not proceed.
No where in the literature does it state this fact.

I guess they figure that at that age they are not going to make enough money out of you because either you will not be around for long or you have sufficient income to pay the card balance off each month!

You have summed up the situation admirably. EU Directives on Age Discrimination apart from employment also cover supply of goods and services.
It would seem that Continente or their French Bank could have failed to comply with the EU Directives in limiting the issue of the Universo card to people over 72. Very short sighted on their part in creating this discrimination and also failing to mention this restriction on their documentation.
I am surprised at the lack of comment on this matter but then " non-conforming residents" are unlikely to want a card that on inspection would indicate their period of residence in Portugal.
The "non conforming renters" are keeping there heads down. It would seem that the promised action by the IRS has so far only affected a few. Perhaps the IRS strategy is to let the potential interest and penalties build up before taking action.
