twas a saying in a leaflet from AFPOP which said that to start a court case in portugal you had to under 30 and in good health...seems that when it comes to court cases there are are plenty of customers as the headline from the algarve observer says it all.....

The Algarve Observer went to find out about the state of the justice system in the region after the Congress of Portuguese Judges. Their concerns include their lack of independence and good working conditions, as well as the increase in criminality. There are already 27,000 outstanding cases.
