I had a similar problem, but after a lot of pushing with three Engineers here I get 29mgb download during the day and 10 mgb in the evening. I had a meeting with them last week and was advised of the reception problems and if I was not satisfied I could cancel the contract. However, I don't have any alternative, where I am located. Have tried them all.
I suggest you go back to them and vent your frustration.

Thanks for update, we have telephone and basic internet which is good but to watch BBC through downloads is impossible We will live with it but after 8pm forget it no TV which means more wine and watching sun go down
