How complicated does that seem
I think the best thing is to wait and see what develops as the proposals outlined here would appear unworkable.
I would bet that nothing will happen until the N125 improvements are finished.

sounds like the proposal has been developed by a committee. never heard anything so ridiculous in my life. either charge the tolls or not and put booths in to collect the money from everybody same as on all the other motorways at present

I read this article too and it did make me laugh, makes about as much sense as my OH on a Friday night !! It would appear that only Portuguese from outside the Algarve will end up paying the Toll ????!!!!! nuts eh ?
