I note today that the BBC (for portimao) accuweather (for Faro) and wunderground (for Ferragudo) all show temps of 31-33C, yet the wetaher cam outside the ice cream shop only shows 28C - any ideas? - is it a sea breeze?

Feels more like 33 than 28 to me. And not much of a breeze either!
