Can't help with second hand cars, but I went to Faro for stage 2 of the matriculation process with my mates today. Left at 9am, got back at 3.30pm, so takes a few hours, obviously depending on how many people are there waiting to do the same thing. Just thought I would pass on a couple of things, so if you are thinking of doing it, you are prepared.

Take one or two photocopies with you of your documents, especially your fiscal card (both sides required) and passport ID/residency card. They will not photocopy them for you there.

After filling out the paperwork at the Alfândega (situated opposite the marina, close to Macdonalds), you need to go to the Direcção Geral de Viação for the form 1402 i.e the form you have to send to your car make's representative in Portugal and then after to take to the inspection centre in either Loulé, Portimão, or a 3rd choice, which I have forgotten. This office is a fair walk from the Alfândega and is situated in Rua Abroim Ascenção. Luckily, despite a HUGE queue I managed to get the security guard to grab me a form (costs 22 cents). Don't know why the Alfândega don't have a supply of the forms to make life easier, but there you go.

You also have to know the approximate weight of your vehicle without passengers and fully loaded i.e. for normal car that would be with 5 passengers. If you don't have some idea, they won't proceed with the form filling/computer logging. I don't think this information is on UK log books, so you need to check this out. They will not help you with a guess by the way, so be prepared.

what is so terrible about waiting for the plates? You ask them, get a paper that proves you askes for them and drive with the UK-plates untill the Portugese plates arrive. Took us nearly a year, but no pain.
