I'm not in CVO, but am looking in from Dublin.
I assume it is the CVO version of 'Mardi Gras' - but I may be corrected by someone who is there!

Today is Carnival in Portugal... I shall have to find out who organises it, for next year

Think you will find that it is on Shrove Tuesday, the day before Ash Wednesday and the start of Lent. In some larger towns it runs from Sunday through to Tuesday. I think in CVO there was due to be a children's parade last Sunday, with the main parade taking place today. Next year Shrove Tuesday is February 20th.
