UPDATE ON STATE OF EMERGENCY - This is an extract from a Newsletter issued by AFPOP.

Restrictions on travel over the Easter period will come into force at midnight tonight (Wednesday 8th) and will last until midnight on Monday 13th April. During this period no-one is allowed to travel outside of their municipality of residence, unless they need to do so for work and have a letter from their employer stating the reasons for their travel. The police have already begun issuing fines for people infringing the new restrictions on unnecessary travel and it’s highly probable that they will have zero tolerance for people not adhering to the instructions over Easter. You should expect that police will be at the boundaries of all municipalities stopping and checking vehicles trying to pass from one to the other over the Easter weekend.

All Portuguese airports for all international flights in and out of Portugal are also closed for this period.

It is being reported, and you may have seen yourself, that traffic is beginning to increase again, probably as the reports are now starting to indicate that the curve of infections in Portugal is starting to slow and people thinking that the worst is now behind us. This improvement may or may not be true, but if it is the case that the curve is slowing then it must surely be because the measures that we’re taking are working, but they have not finished working. The government will decide on the 17th whether to continue with the State of Emergency for another period and until that time ALL the restrictions and guidelines on sanitation, social distancing and self-isolation are still in force. It is thought likely that the State of Emergency will be extended and make ‘25 de Abril’ the least celebrated since the revolution, but perhaps the way to celebrate this year is to be alive next year.

In the government’s words, “In the meantime, it is necessary not to undermine the control of the disease to confirm whether or not we have already passed the peak of the epidemic in Portugal at the end of March. Containment measures must be maintained, if we are to see May as a turning point.”

It all looks a lot more draconian than back here in the UK....how will you get back Willie?
At least the weather here is quite Algarvian, at present.

Lockdown in Portugal now extended to 1st May - thanks to Sandro at a Hemmies I have replenished my red wine stocks with two boxes of Passarinhas.

Lockdown in Portugal now extended to 1st May - thanks to Sandro at a Hemmies I have replenished my red wine stocks with two boxes of Passarinhas.

Lockdown now extended until 1st May but a glimmer of hope that after this date there may well be limited opening of bars and restaurants with appropriate social distancing.

We were booked on a ferry on 4th May: Santander to Portsmouth but this is now cancelled and ferries now set to start on 15th May. Will stick it out here till this date at least.

Here is the latest info received from AFPOP:

Included in this briefing:

1. State of Public Calamity phases

2. Opening calendar

3. Masks and other information

As we advised you in Wednesday’s mailing, the state of Public Calamity will come into effect on the 3rd of May and will be revaluated after 15 days. The Portuguese government intends to start a phased reopening with the intention of not losing control over the numbers of infected people. The idea is to restart the economy in a conscious and balanced way and at each stage they will decide whether the measures implemented will continue, whether they should be adapted or whether it is necessary to go back. It is therefore important to remember that there may be changes regarding the schedule described below and there may be some conditions announced for Phase 2 & 3, which we will of course keep Members updated about as information is released by the government.

There may be some further clarifications regarding Phase 1 after the weekend, but at the moment these are the 3 phases that have been announced by the government.

1st PHASE - MAY 4th

Spaces up to 200 m2;

Small shops;

Hairdressers, barbers, car stands, registration offices (Conservatória), Finanças and non-concentrated public services (by appointment only, so make sure to call first);

Bookstores, libraries and archives;

Buses with a driver's cabin in order to isolate them;

Individual sporting activities such as tennis, surf and golf; (without using changing rooms).

2nd PHASE - MAY 18th

Spaces up to 400 m2;

Restaurants, museums, cafes, terraces and similar;

Palaces;

Kindergartens (in this first phase, parents can still choose to continue to stay at home with the family support subsidy);

Schools (classes/exams for only 11th and 12th grades);

Municipalities can decide to open other establishments. For example, if a space has more than 400 m2 but does not concentrate a lot of people, the municipality may decide to open it.

3rd PHASE – JUNE 1st

Spaces with more than 400 m2;

Kindergartens, pre-schools and ATL;

Stores;

Citizens Offices (Loja do Cidadão);

Shopping centres;

Cinemas and theatres with restricted capacity;

Resumption of sporting competitions in open spaces but without an audience;

Team sports.

Other information:

Masks: Protective masks will be mandatory in public offices, public transports, shops and schools. Pay attention to how to use masks, bearing in mind that there are masks for single use and others that can be reused. Make sure to confirm the characteristics and the indications of the type of mask you are using.

There is no provision yet for access to the beaches;

It is still our civic duty to remain at home as much as we can;

Events or gatherings with more than 10 people are prohibited;

There can be a maximum of 5 people in closed spaces under 100 m2;

Funerals can now have family attending.

PLEASE don’t relax your guard now. Wash your hands regularly and cover your mouth when coughing or sneezing, preferably with either a tissue or your forearm but not your hands. Clean surfaces often and keep the social distancing measures.

Well done to everyone who has done the right things and observed the Lockdown situation.
We will be out there at the end of October and hope to see you all then.
Hopefully, it will be a bit busier then for all the businesses that have missed 2 or 3 months business and some places will stay open a bit later in the year.

Restaurants at 50% capacity + specific hygiene rules that have yet to be confirmed.
