I understand that under the new regime , if you rent out your Portuguese property you have to pay Social Security in Portugal unless you pay Social Security in your home country and/or are a pensioner.
You apparently need to get the relevant authorities to issue a statement that you already comply with your local Social Security regulations. You can then register this document which will then further exempt you from the Social Security obligation in Portugal. But you have till next year to do it.
There is a form A1 ( was E101, E103) but that only seems to apply for people who also work abroad, ref is :

Has anyone who is a UK Pension holder managed to find the correct documentation please?

You need to give documentary evidence that you are a pensioner in the UK
Get your accountant to do it for you.
All ours needed was our Fiscal details and UK Social Security number, we signed a declaration, and that was it.

Thanks Bruce...but it was the accountants who were talking about the A1 form.....I have told them what you have done, so fingers crossed!
