Do all Portuguese banks make an annual charge for a DEBIT card? We are with Millennium and they charge 11.54 plus tax per card.

Yes. I believe that this is standard practice here.

Even more disconcerting for us Brits who are used to non-fee banking, is the charge for buying cheques.
And they have now started putting an expiry date on cheques so be sure to buy the absolute minimum you really need.

Think you will find the expiry date has now been abandoned on new cheques, believe they charge to discourage the use of cheques.
Everything here can usually be paid online or from the cash machines and do not incur any charge.
