I applied for a portuguese driving licence in February this and, apart from a receipt for € 30 to show if I am stopped by GNR, have not had any further correspondence.
Is 8+ months normal for this process ? Have others had problems with switching licences ?

Sorry not yet at that stage of transition. Will be interested in how long it takes!
