Taxi Rank at Smilers

Does anyone know who runs the taxi rank outside Smilers? I have just had a really awful experience with a taxi driver in a brand new merc (A class?) and would like/need to report him. Been using that rank for 27 years and first bad experience.

Depending on the reason for complaint I would of thought GNR office. If not them, they might direct you to Lagoa Council as they might licence taxi drivers.
