Goat is usually cooked at easter and Christmas, so I reckon that those are the best times to eat it.
That of course would be "home grown" goat, nothing like what you buy in the supermarket.
If you're lucky you know someone who keeps goats and can order one, I had one in my kitchen sink still warm and twitching once
